5-year-old Izaya Baiz-Hickley was killed after crawling in to a nearby utility box in his apartment complex.  He was electrocuted. The city maintains their innocence, saying it was an accidental death.  However, they cannot 100% verify if the utility box was locked or unlocked at the time Baiz-Hickley crawled in.  They claim the utility box had not been touched since a year prior when it was being painted.  They attest vandels might have stolen the keys.
