City Denies Fault in Electrocution of Young Boy

5-year-old Izaya Baiz-Hickley was killed after crawling in to a nearby utility box in his apartment complex.  He was electrocuted. The city maintains their innocence, saying it was an accidental death.  However, they cannot 100% verify if the utility box was locked or unlocked at the time Baiz-Hickley crawled in.  They claim the utility box had not been touched since a year prior when it was being painted.  They attest vandels might have stolen the keys. So who's responsibility is it to make sure the box stays closed at all times? The parents of Izaya do not think it is possible for a 5-year-old to break in to a metal box.  Therefore, the city should claim responsibility for their negligence.
